Overview
When the new anti-terrorism regulations were introduced in early December, despite the government’s assurances that it will not be used against the media, the Free Media Movement (FMM) along with other trade unionists and civil groups sounded a dire warning on the possibility that the regulations could and would be used against the freedom of expression.

Throughout the years of conflict in Sri Lanka, the issue of media freedom and of the freedom of expression has remained a priority area of concern for all those working on issues of human rights and human freedom.
Imposition of censorship and control of access to media persons to events and to certain geographic regions of the country has been a common practice through the use of Emergency Regulations, the Prevention of Terrorism Act and various other laws, rules, regulations and mechanisms. Imposition of heavy taxes and customs duties on paper, ink and other material required for printing and publication of books, journals and newspapers has also proved to be an obstacle to those engaged in the dissemination of information in the country.
The national security argument has been used over and over again in order to restrict access and also to restrict coverage of key issues related to the conflict including security expenditure.

The stalling of the peace process between the government and the Tamil Tigers (LTTE) was accompanied by a deterioration in press freedom. But it was violence by Tamil factions, sometimes manipulated by the security forces, that most threatened journalists’ safety and freedom of expression.

Focus on Right,The Sunday Times-These vaguely defined sections carry heavy penalties if found guilty. Their punitive usage has been somewhat restrained in the past. However, there is no guarantee that these prohibitions cannot be made immediately effective if the political and legal will is present.

[by Shamindra Ferdinando- The Island 19th October 2005]The UNP Tuesday condemned Sunday night raid on the Sunday Leader press at Katukurunduwatte, Ratmalana. The Free Media Movement, too, condemned the attack, blamed on a group of armed persons. All right-thinking people must condemn efforts to muzzle the press. Kurunegala District UNP MP Dayasiri Jayasekera, addressing Tuesday’s daily press briefing slammed the attackers, urging the government to bring the perpetrators before a court of law. The government’s failure to apprehend the attackers would be detrimental to the interests of ruling party presidential election candidate Mahinda Rajapakse.
